Obama jokes about radical 2nd term changes

WASHINGTON (AP) ? President Barack Obama joked Saturday about his plans for a radical second-term evolution from a "strapping young Muslim Socialist" to retiree golfer, all with a new hairstyle like first lady Michelle's.

Obama used this year's annual White House Correspondents' Association dinner to poke fun at himself and some of his political adversaries, asking if it was still possible to be brought down a peg after 4? years as commander-in-chief.

Entering to the rap track "All I Do Is Win" by DJ Khaled, Obama joked about how re-election would allow him to unleash a radical agenda. But then he showed a picture of himself golfing on a mock magazine cover of "Senior Leisure."

"I'm not the strapping young Muslim Socialist that I used to be," the president remarked, and then recounted his recent 2-for-22 basketball shooting performance at the White House Easter Egg hunt.

But Obama's most dramatic shift for the next four years appeared to be aesthetic. He presented a montage of shots featuring him with bangs similar to those sometimes sported by his wife.

Obama closed by noting the nation's recent tragedies in Massachusetts and Texas, praising Americans of all stripes from first responders to local journalists for serving the public good.

Saturday night's banquet not far from the White House attracted the usual assortment of stars from Hollywood and beyond. Actors Kevin Spacey, Julia Louis-Dreyfus and Claire Danes, who play government characters on series, were among the attendees, as was Korean entertainer Psy. Several Cabinet members, governors and members of Congress were present.

And despite coming at a somber time, nearly two weeks after the deadly Boston Marathon bombing and 10 days after a devastating fertilizer plant explosion in West, Texas, the president and political allies and rivals alike took the opportunity to enjoy some humor. Late-night talk-show host Conan O'Brien headlined the event.

Some of Obama's jokes came at his Republican rivals' expense. He asked that the GOP's minority outreach begin with him as a "trial run" and said he'd take his recent charm offensive with Republicans on the road, including to a book-burning event with Rep. Michele Bachmann.

Casino magnate Sheldon Adelson would have had better success getting Obama out of office if he simply offered the president $100 million to drop out of last year's race, Obama quipped.

And on the 2016 election, the president noted in self-referential irony that potential Republican candidate Sen. Marco Rubio wasn't qualified because he hasn't even served a full term in the Senate. Obama served less than four years of his six-year Senate term before he was elected president in 2008.

The gala also was an opportunity for six journalists, including Associated Press White House Correspondent Julie Pace, to be honored for their coverage of the presidency and national issues.

The New Yorker's Ryan Lizza won the Aldo Beckman Award, which recognizes excellence in the coverage of the presidency.

Pace won the Merriman Smith Award for a print journalist for coverage on deadline.

ABC's Terry Moran was the winner of the broadcast Merriman Smith Award for deadline reporting.

Reporters Jim Morris, Chris Hamby and Ronnie Greene of the Center for Public Integrity won the Edgar A. Poe Award for coverage of issues of national significance.

Panic Disorder: Self-help - DRN Health World - Tips For Healthy ...

You can do several things yourself to reduce panic attacks. If you decide to try self-help options, you can discuss with your health-care professional. Usually, they are effective in reducing panic episodes. There are several management options in self-help category.
  • Bibliotherapy
  • Support groups
  • Physical activities

Bibliotherapy is a programme, which includes reading materials depending on the principles of cognitive behavioural therapy (CBT). It helps deepen and broaden the person?s understanding of the panic disorder. Patient can read about the condition him or herself. Bibliotherapy encourages active participation of the person in the management and stimulates a stronger feeling of own responsibility for recovery. Additionally, the affected individuals can read about people, which have had the panic disorder and have coped effectively or recovered from the condition. Sometimes, the health-care professional may offer additional assignments or information to be completed during the daily routines. It accelerates the recovery.

Your health-care professional may help you to access to specific support groups. Sometimes, these groups operate by individuals, who have experienced the condition themselves and recovered from it.

They may ask you to do regular exercise. Physical activities cannot cure the panic disorder. However, they can enhance your mood.

Throughout the self-help therapy, you should see the health-care professional regularly, normally every four to eight weeks.

Astronomers discover the Ed Begley Jr. of galaxies

An international team of researchers have spotted the most fuel-efficient galaxy yet, which converts nearly 100 percent of its hydrogen gas into stars.

By Eoin O'Carroll,?Staff / April 24, 2013

The tiny red spot in this image is one of the most efficient star-making galaxies ever observed, converting gas into stars at the maximum possible rate. Visible-light observations from NASA's Hubble Space Telescope (inset) reveal that the starlight in this galaxy is extraordinarily compact, with most of the light emitted by a region just a fraction of the size of the Milky Way galaxy.

Six billion or so light years from here, there's a galaxy that seems to take seriously the old Lakota maxim about using the whole buffalo.

Except by "use" we mean "form stars out of" and by "buffalo" we mean "interstellar hydrogen gas."?

Hydrogen gas is the fuel that galaxies use to make new stars, and most galaxies are the equivalent of a Hummer with a broken oxygen sensor, four flat tires, and a buffalo carcass strapped to the roof. Most of the gas meant to transport you gets wasted. But a new study has spotted a galaxy that is converting gas into stars at a rate hundreds of times that of our galaxy with almost 100 percent efficiency.

An international team of scientists looked at data from?NASA's Wide-field Infrared Survey Explorer (WISE) and spotted a galaxy that was just blazing with infrared radiation, equivalent, they say, to a trillion suns. Observations from the Hubble telescope confirmed that the galaxy, which is affectionately known as?SDSSJ1506+54, is extremely compact, with most of the infrared light pouring from an area that is a fraction of the size of our own Milky Way.?

The researchers then used data from the IRAM Plateau de Bure interferometer in the French Alps to detect the presence of carbon monoxide, which indicates the presence of hydrogen. By combining the gas measurements with the rate of star formation, the scientists found that the galaxy was forming stars out of the gas at a rate that is close to the theoretical maximum. Their paper, which has been accepted for publication in the Journal of Astrophysical Letters, calls it "star formation at its most extreme."

A NASA press release explains just how this galaxy is achieving such efficiency:

In regions of galaxies where new stars are forming, parts of gas clouds are collapsing due to gravity. When the gas is dense enough to squeeze atoms together and ignite nuclear fusion, a star is born. But this process can be halted by other newborn stars, as their winds and radiation blow the gas outward. The point at which this occurs sets the theoretical maximum for star formation. The galaxy SDSSJ1506+54 was found to be making stars right at this point, just before the gas clouds would otherwise be blown apart.

"We see some gas outflowing from this galaxy at millions of miles per hour, and this gas may have been blown away by the powerful radiation from the newly formed stars," said Ryan Hickox, an astrophysicist at Dartmouth College, Hanover, N.H., and a co-author on the study.

Why is this galaxy so efficient at converting hydrogen into stars while all the others are such slouches? It actually comes down to timing. We just happen to be witnessing the time period, six billion years ago, when this galaxy produces lots of stars. The researchers speculate that this period could have been triggered by the merging of two galaxies into one.?

In any case, it's a bright spot in our sky. As Discovery News's Ian O'Neill points out those living on a planet on the outskirts of this prolific star factory will have a "night" sky that is actually brighter than daylight.

Aer Lingus expects pension resolution this year

By Mark Elkington MADRID, April 24 (Reuters) - Even Lionel Messi, so often Barcelona's saviour, was at a loss to explain how the La Liga leaders could come back from their Champions League semi-final mauling in Munich. Barca were thumped 4-0 away by an impressive Bayern Munich in their first leg on Tuesday, putting in one of their most toothless displays in recent memory. On Wednesday, they were greeted with newspaper headlines such as 'Historic beating' in Madrid-based daily Marca, 'Catastrophe' in Barcelona-based Mundo Deportivo, and 'Azulgrana Waterloo' in daily El Mundo. ...

Is separatist movement in Chechnya a threat to the U.S.?

Site of the bombings at the Boston Marathon. (Boston Globe)

More than a week after two ethnic Chechen men allegedly detonated two deadly bombs near the finish line of the Boston Marathon, a House panel plans to examine Islamist radicalism in Chechnya.

The House Foreign Affairs subcommittee on Terrorism, Nonproliferation, and Trade, and the subcommittee on Europe, Eurasia, and Emerging Threats have scheduled a joint hearing on Friday to explore whether the separatist movement in Chechnya?a republic in southwestern Russia?poses a threat to the United States.

At the panel?titled, "Islamist Extremism in Chechnya: A Threat to the U.S. Homeland?"?lawmakers will hear testimony from two experts on the region's politics: professor Paul Globe of the Institute of World Politics and Craig Douglas Albert, assistant professor of political science at Georgia Regents University Augusta.

For many years, ethnic Chechen rebels have tried to assert control of the area, at times using terrorist tactics to fight against the Russian government.

Early reports suggest that Dzhokhar Tsarnaev, who is suspected of planting the bombs with his older brother, Tamerlan Tsarnaev?killed last week after a shootout with police?did not have ties to the Chechen separatist movement. Both brothers were born in Kyrgyzstan. Dzhokhar was a naturalized U.S. citizen, while Tamerlan's citizenship application was still pending at the time of his death.

Italy's Napolitano speeds search for new government

By Francesca Piscioneri and Gavin Jones

ROME (Reuters) - Italy's president held urgent talks on Tuesday aimed at naming a prime minister to head a coalition government backed by the rival parties on the center-left and center-right and end two months of post-election stalemate.

Hopes that a government can be formed quickly gave a further boost to financial markets on Tuesday, with the yield on 10-year Italian government bonds dropping below 4 percent and the spread, or risk premium over German bonds, narrowing further.

Former Prime Minister Giuliano Amato is widely considered to be the favored choice of President Giorgio Napolitano, who has the final say and is expected to make the appointment late on Tuesday or Wednesday.

The young center-left mayor of Florence, Matteo Renzi, also emerged as a possible candidate.

Silvio Berlusconi's center-right People of Freedom (PDL) party said it had no objections to Renzi after his name was suggested by the center-left Democratic Party (PD) late on Monday.

But Renzi, 38, who opinion polls indicate is the country's most popular politician, later played down the possibility.

"It's the hypothesis which is most surprising and least probable, I don't think it's on the table," he told reporters.

Delegations from the PDL and the PD will meet separately with Napolitano on Tuesday to make their proposals for who should lead the country following February's inconclusive election.

The 87-year-old Napolitano is expected to make the appointment after completing his round of meetings with parties, raising the possibility that a government could be in place by the weekend.

MULTI-PARTY CABINET

Whether the new prime minister is Renzi, Amato or a surprise third figure, he is likely to forge a multi-party cabinet to take over from the technocrat government of Monti, who was appointed in late 2011.

Despite the market euphoria, a broad coalition between the right and left, which are far apart on most issues, might struggle for stability or to obtain the parliamentary backing needed for vital economic and political reforms.

The euro zone's third largest economy has been the most sluggish in Europe for more than a decade and mired in a deep recession since the middle of 2011, with no recovery in sight.

At the election the center-left narrowly won a majority in the lower house but failed to win control of the Senate.

Pier Luigi Bersani, who announced his resignation as head of the Democratic Party last week, angrily blamed "traitors" in his own party for sabotaging the center-left's presidential candidates but said the party would have to get over its divisions.

"We have to find some semblance of order otherwise we can't be useful to this country," Bersani told a meeting of PD officials in Rome.

Its inability since February to cut a deal with either Berlusconi's center-right or the shock new third force of Beppe Grillo's anti-establishment 5-Star Movement has left the country in limbo.

Renzi unsuccessfully challenged Bersani for the PD leadership last year and despite his popularity among the general public is viewed with suspicion by many in the deeply divided party.

Berlusconi has gone from strength to strength since the election, capitalizing on the center-left's crisis. An opinion poll on Tuesday by the Tecne polling agency gave the center-right a clear lead of around 8 points.

5-Star, which won a quarter of the vote and speaks for millions of Italians disillusioned with an entire political class, says it will sit in opposition in parliament.

It will be joined by the leftist Left Ecology Freedom party, the former partner of the PD, which said it would also refuse to take part in a grand coalition government. Berlusconi's allies in the Northern League also said they did not expect to join the governing coalition.

Kobo Aura HD review: a high-end e-reader with 'niche' written all over it

What do you get when you ask 10,000 rabid bookworms to help build a better Kobo? The Cadillac of e-readers, naturally: a bigger, beefier and generally higher-end device than we're used to. The Aura HD is a rare thing in this space, built specifically with power users in mind. And those very reasons, this 6.8-inch, $169 slate isn't long for this world. Announced roughly half a year after the company's flagship Glo (and, it turns out, just in time for Mother's Day), the Aura HD isn't slated to make it beyond the end of the year. "This is something that is designed for this most passionate, voracious reader," the company's CEO Mike Serbinis told us in an interview conducted around the announcement, "and as much as I wish everyone was like that -- it would make us a lot bigger business right away -- that is not the case."

It's a strange move for a relatively small company that's currently offering up two 6-inch readers, a 5-inch model and 7-inch tablet. That, and company is convinced such a product isn't destined to ever become anything but a niche device, particularly in a race dominated by two main players. But is there a chance devoted fans might pay the premium? Let's find out.

Music review: One giant leap for Paramore | The Salt Lake Tribune

(Courtesy photo) Paramore.

Grade ? B+

CD ? In late 2010, the two Farro brothers of Tennessee pop-rock band Paramore bitterly and angrily quit the band, leaving behind singer Hayley Williams, guitarist Taylor York and bassist Jeremy Davis. The world was left wondering whether the band would continue on, especially since Williams and Josh Farro co-wrote the band?s songs.

But with the band?s new album "Paramore," it is apparent that York is perhaps an even better songwriting partner for Williams, the firecracker-haired frontwoman. The expansive, 17-song album shows maturity, ambition and sophistication ? while keeping the band?s inherent sense of fun and adventure intact.

The album showcases lyricism focused on a journey from a near-death experience: "There?s a time and a place to die but this ain?t it," Williams sings in the lead single "Now." With dynamic variation and guitars blazing, this is Paramore?s finest (64-minute) hour.

L.A. to pay $4.2M to two women wounded in Dorner manhunt

LOS ANGELES (Reuters) - The city of Los Angeles will pay $4.2 million to a mother and daughter who were caught in a hail of bullets in February when police mistook their truck for one driven by renegade ex-policeman Christopher Dorner and opened fire, officials said on Tuesday.

The settlement, which allows both sides to avoid a trial, brings the Los Angeles Police Department nearer to closing what had been an embarrassing chapter in its search for Dorner. The department still is reviewing the actions of two officers.

Dorner, a former Los Angeles police officer accused of killing four people in a vendetta against the LAPD, died on February 12 in a fiery standoff with officers in the mountains above Los Angeles.

The shooting-related injuries of the two women, who had been delivering newspapers in the Los Angeles suburb of Torrance, occurred in the first days of the manhunt for Dorner.

Emma Hernandez, 71, was shot twice in the back and her daughter, Margie Carranza, 47, suffered hand injuries from flying debris when two officers opened fire on them before dawn on February 7.

Police had been on the lookout for Dorner's gray Nissan Titan truck, and officials have said the officers opened fire after mistaking the blue Toyota Tacoma the women were driving for Dorner's truck.

"In reaching this settlement, we hope Margie and Emma will be able to move on with their lives, the city will be spared millions of dollars in litigation expense and time, and this unfortunate chapter of the Dorner saga will be put to rest," Los Angeles City Attorney Carmen Trutanich said in a statement.

Each woman will receive $2.1 million under the settlement, which must still be ratified by the Los Angeles City Council.

In March, Trutanich reached a separate settlement with the women that gave them $40,000 to replace their truck, which was left with multiple bullet holes.

"They are still grappling with a whole range of emotional issues related to the incident," said the two women's attorney, Glen Jonas.

Los Angeles police spokesman Chris No said the settlement does not affect the department's investigation into the shooting by the two officers.

"The department has not yet made any determination regarding the propriety of each officer's action or any potential discipline related to this use of force," he said.

The officers remain assigned to desk duty as part of the investigation, he said.

Boston nurses tell of bloody marathon aftermath

(AP) ? The screams and cries of bloody marathon bombing victims still haunt the nurses who treated them one week ago. They did their jobs as they were trained to do, putting their own fears in a box during their 12-hour shifts so they could better comfort their patients.

Only now are these nurses beginning to come to grips with what they endured ? and are still enduring as they continue to care for survivors. They are angry, sad and tired. A few confess they would have trouble caring for the surviving suspect, 19-year-old Dzhokhar Tsarnaev, if he were at their hospital and they were assigned his room.

And they are thankful. They tick off the list of their hospital colleagues for praise: from the security officers who guarded the doors to the ER crews who mopped up trails of blood. The doctors and ? especially ? the other nurses.

Nurses from Massachusetts General Hospital, which treated 22 of the 187 victims the first day, candidly recounted their experiences in interviews with The Associated Press. Here are their memories:

THEY WERE SCREAMING

Megann Prevatt, ER nurse: "These patients were terrified. They were screaming. They were crying ... We had to fight back our own fears, hold their hands as we were wrapping their legs, hold their hands while we were putting IVs in and starting blood on them, just try to reassure them: 'We don't know what happened, but you're here. You're safe with us.' ... I didn't know if there were going to be more bombs exploding. I didn't know how many patients we'd be getting. All these thoughts are racing through your mind."

SHRAPNEL, NAILS

Adam Barrett, ICU nurse, shared the patient bedside with investigators searching for clues that might break the case. "It was kind of hard to hear somebody say, 'Don't wash that wound. You might wash evidence away.'" Barrett cleaned shrapnel and nails from the wounds of some victims, side by side with law enforcement investigators who wanted to examine wounds for blast patterns. The investigator's request took him aback at first. "I wasn't stopping to think, 'What could be in this wound that could give him a lead?'"

THEIR FACES, THEIR SMILES

Jean Acquadra, ICU nurse, keeps herself going by thinking of her patients' progress. "The strength is seeing their faces, their smiles, knowing they're getting better. They may have lost a limb, but they're ready to go on with their lives. They want to live. I don't know how they have the strength, but that's my reward: Knowing they're getting better."

She is angry and doesn't think she could take care of Tsarnaev, who is a patient at another hospital, Beth Israel Deaconess Medical Center: "I don't have any words for him."

THE NEED FOR JUSTICE

Christie Majocha, ICU nurse: "Even going home, I didn't get away from it," Majocha said. She is a resident of Watertown, the community paralyzed Friday by the search for the surviving suspect. She helped save the lives of maimed bombing victims on Monday. By week's end, she saw the terror come to her own neighborhood. The manhunt, she felt, was a search for justice, and was being carried out directly for the good of her patients.

"I knew these faces (of the victims). I knew what their families looked like. I saw their tears," she said. "I know those families who are so desperate to see this end."

On Friday night, she joined the throngs cheering the police officers and FBI agents, celebrating late into the night even though she had to return to the hospital at 7 a.m. the next day.

Cost cuts, American Girl help Mattel beat expectations

By Dhanya Skariachan

(Reuters) - No. 1 toymaker Mattel Inc reported stronger-than-expected first-quarter results, helped by cost controls and higher demand for American Girl and Monster High dolls, sending the company's shares to their highest level in nearly 15 years.

Mattel shares rose as much as 6 percent in early trading on Wednesday.

The company, best known for its Barbie dolls and Hot Wheels cars, has raised prices globally and started making products for local consumption in countries including Brazil and India to hold the line on costs.

Local production helps Mattel get products to stores faster and cut down on import duties and shipping costs, it told Reuters earlier this year.

Mattel said selling, general and administrative (SG&A) costs as a percentage of net sales fell by 30 basis points to 37.1 percent in the first quarter.

For the full year, however, the company forecast SG&A spending to be higher than last year. Expenses for the year include investments in new franchises, emerging markets and additional American Girl stores.

The company also expects higher employee and benefit costs in the year, Chief Financial Officer Kevin Farr said on a post earnings call with analysts.

Mattel said he expects gross margins in the low-to-mid 50 percent range for the full year. Mattel reported first-quarter gross margins of 54.2 percent.

Net income rose to $38.5 million, or 11 cents a share, from $7.8 million, or 2 cents a share, a year earlier. Analysts on average were expecting a profit of 9 cents a share, according to Thomson Reuters I/B/E/S.

Smaller rival Hasbro Inc is due to report quarterly results next week.

The first quarter is typically the least significant of the year in terms of sales for toy companies. They make more than a third of their annual revenue in the fourth quarter, which includes the all-important holiday selling season.

"This was another solid quarter for the company, albeit seasonally not important," said Stifel analyst Drew Crum. He maintained his "hold" rating on Mattel shares, citing their valuation.

Mattel's sales rose 7 percent to $995.6 million, beating the analysts' average estimate of $986.5 million.

Sales were down 2 percent for Barbie-branded items and fell 7 percent for Fisher-Price toys, but rose 32 percent for American Girl products. Demand was also strong for Monster High dolls.

Analysts such as Sean McGowan with Needham have tied some of the weakness in the Barbie brand to the rising popularity of other Mattel dolls, such as Monster High, which appeared on many hot toy lists in 2012.

Parents can help their children avoid alcohol pitfalls during transition from high school to college

Apr. 16, 2013 ? Prior research has shown that the transition from high school to college is a particularly vulnerable time, associated with increased alcohol use and risk of negative alcohol-related consequences. While studies have examined the effectiveness of prevention programs to address this problem, few have examined which students may benefit the most. A study of student characteristics has found that parent-based interventions (PBIs) can be effective even among those students feeling high peer pressure to drink alcohol.

Results will be published in the September 2013 issue of Alcoholism: Clinical & Experimental Research and are currently available at Early View.

"College matriculation is a vulnerable transition for many youth for many reasons," said Michael J. Cleveland, research assistant professor at the Prevention Research Center at The Pennsylvania State University and corresponding author for the study. "Increased freedoms and autonomy -- from parental control and from the structure of high school -- as well as instability -- as new friendships and romantic relationships form -- may lead to increased opportunities, and social pressures, for young people to experiment with alcohol and other substances."

Rose Marie Ward, associate professor of health promotion at Miami University, Ohio, agreed. "The transition from high school to college is constantly marked as a crucial time for alcohol interventions," she said. "PBIs stress that during this crucial transition period, communication between the parent and teen ? is highly important."

"The PBI we examined is designed to encourage parents to maintain communication with their son or daughter, consisting of an informational handbook that is distributed to parents of incoming students during the summer before matriculation," said Cleveland. "The handbook is fairly short -- about 22 pages -- and includes an overview of college student drinking, strategies and techniques for communicating effectively with teens, and tips on discussing ways to help teens develop assertiveness and resist peer pressure. The last section of the handbook is an in-depth discussion of the major reasons teens drink alcohol, including information about how alcohol affects the body. This section also addresses the issues of parent norms and permissibility with respect to alcohol use in their teens."

The researchers used data from a randomized control trial delivered to 1,900 incoming college students (988 females, 912 males) divided into four groups: non-drinkers, weekend light drinkers, weekend heavy episodic drinkers, and heavy drinkers. Student characteristics were: injunctive peer norms, which measured participants' perceptions of their friends' approval or disapproval of four specific drinking activities; descriptive peer norms, which asked participants to write how many drinks they thought were typically consumed on each day of the week by their close friends; and personal attitudes toward alcohol use.

"We examined these particular student characteristics because there is strong evidence that links these characteristics to increased risk of alcohol use," said Cleveland. "We wanted to see if these characteristics could help explain why the intervention works better for some students compared to others."

Results showed that injunctive peer norms were key, as was the timing of the PBI.

"Our study found the effectiveness of the PBI at preventing escalation to risky drinking was different for certain groups of students, and that these effects depended on when the PBI was delivered and whether or not parents were given a 'booster,'" said Cleveland. "We found that the strongest effects of the PBI were among students who -- although they themselves reported light to moderate use of alcohol -- reported very high levels of their friends' approval for drinking alcohol."

"These results demonstrate that during the transition into college, parents can still influence their teens' alcohol consumption patterns," added Ward. "Specifically, peer approval interacted with, or combined with, the PBI to predict drinking transitions. However, this study indicates that a PBI prior to the enrollment of college, and some times with booster information provided during the first year of college, is more effective than one provided after the teen starts college. PBIs are effective. This study emphasizes that their effectiveness may be determined by the beliefs of the teen."

"Our findings should be placed in the context of other evaluations of the PBI, all of which show that this intervention is a low-cost but effective tool that prevents escalation of drinking during this transition," said Cleveland. "The materials covered in the handbook are all strategies that parents can do. Both parents and peer groups are among the strongest influences on young adults transitioning to college; both continue to have influence even as young people transition from adolescence to young adulthood."

"Parents should remember that their opinion still influences their teen," said Ward. "Even if the teen has an established drinking pattern, the parent's communication concerning drinking can impact or alter the teen's alcohol consumption. At the same time, clinicians should remember that teens are still listening to their parents. When guiding a teen about their alcohol use, the clinician might encourage the teen to share materials with their parent and to have discussions concerning alcohol use, driving under the influence, drinking enough to pass out, or frequent heavy drinking. In short, the clinician might elicit the help of the parent."

FDA Considering Changes to Chocolate Milk Labeling Rules

WASHINGTON?Should the U.S. Food and Drug Administration (FDA) ease labeling requirements for flavored milk that includes artificial sweeteners? The International Dairy Foods Association (IDFA) and National Milk Producers Federation (NMPF) think so.

Although milk can include sucralose and other artificial sweeteners that are less fattening than sugar, current federal rules require labels that don't appeal to children, according to a 2009 petition the FDA is considering.

In a consumer update Monday, FDA said IDFA and NMPF have asked for the right to label a milk carton containing artificial sweeteners "chocolate milk" rather than having to prominently display such labels as "reduced calorie" or "no added sugar".

"IDFA and NMPF state that the proposed amendments would promote more healthful eating practices and reduce childhood obesity by providing for lower-calorie flavored milk products," FDA stated in a notice published in the Federal Register. "They state that lower-calorie flavored milk would particularly benefit school children who, according to IDFA and NMPF, are more inclined to drink flavored milk than unflavored milk at school."

Under the proposed "standard of identity" changes to milk and 17 other milk and cream products, the artificial sweeteners would still need to be listed on the back or side of the product, FDA explained. Other products that are subject to the proposed changes include nonfat dry milk, heavy cream, eggnog, half-and-half and sour cream.

The agency has received roughly 30,000 public comments on the?petition, which is still open for comment until May 21. FDA noted consumers appear to be under the mistaken impression that the artificial sweeteners wouldn't have to be listed anywhere on the product.

?If we granted the petition, a carton of chocolate milk made with non-nutritive sweeteners would simply say ?chocolate milk,? the same as a carton made with nutritive sweeteners, such as sugar," explained Felicia Billingslea, director of FDA?s Food Labeling and Standards staff, in a statement. ?You would need to read the ingredient list, which is typically on the back or the side of the product, in order to tell the difference between the two."

Laser liposuction melts fat, results in tighter skin

Apr. 15, 2013 ? A new, minimally invasive treatment that uses lasers to melt fat could replace the "tummy tuck," suggests research on more than 2,000 people being presented at the Society of Interventional Radiology's 38th Annual Scientific Meeting in New Orleans.

Without the risks of a surgical procedure (such as the tummy tuck) and when used in combination with standard liposuction, the fat-melting action of laser lipolysis, a minimally invasive treatment, has the added benefit of producing new collagen (collagen is the main protein that gives the skin its tone and texture). Additionally, the laser causes the collagen to contract, which tightens the skin. This tightening alleviates the fear of skin sagging, a common complaint after standard liposuction. Laser lipolysis also enables the removal of more fat than standard liposuction.

"Many women who have standard liposuction are discouraged because often the skin sags after the fat is removed," said Abbas Chamsuddin, M.D., lead author of the study and an interventional radiologist at the Center for Laser and Interventional Surgery in Atlanta, Ga. "Ultrasound-assisted guidance of a fiber-optic laser during laser lipolysis can be used on many parts of the body and results in excellent sculpting with tight skin," he added.

"Liposuction has been around for more than 20 years. Many people don't try it because they have heard that the skin often sags after the fat is removed. This is especially true for individuals who want to lose abdominal fat, but also need the skin to retract. Traditional liposuction also has a limitation to the volume of fat that could potentially be removed," said Chamsuddin. "Combining traditional liposuction with laser lipolysis has now been shown to produce well-sculpted bodies with tight skin. We are able to give people things such as a tighter abdomen without the need for surgery," he said.

Between February 2009 and July 2012, a group of 2,183 individuals, ages 17 to 73 (75 percent female, 25 percent male), underwent laser-assisted lipolysis and liposuction on multiple areas of the body, including the neck, arms, love handles, breast, belly, thighs and calves. Prior to treatment, each person had measurements recorded including weight, diameter of the area treated and skin tightness. At each follow-up appointment the diameter of the treatment areas was measured and recorded. Skin tightness was also recorded against control criteria.

The laser's thermal (heat) energy melts the fat and standard liposuction removes it from the body, noted Chamsuddin. Patient follow-up was daily for a week and then at one, three and six months. All treated areas showed improvement in reducing fat bulk as well as tightening skin. The laser uses targeted energy to "zero in" on the fat, without affecting the other tissue, enabling a faster recovery, he added.
