More than a week after two ethnic Chechen men allegedly detonated two deadly bombs near the finish line of the Boston Marathon, a House panel plans to examine Islamist radicalism in Chechnya.

The House Foreign Affairs subcommittee on Terrorism, Nonproliferation, and Trade, and the subcommittee on Europe, Eurasia, and Emerging Threats have scheduled a joint hearing on Friday to explore whether the separatist movement in Chechnya?a republic in southwestern Russia?poses a threat to the United States.

At the panel?titled, "Islamist Extremism in Chechnya: A Threat to the U.S. Homeland?"?lawmakers will hear testimony from two experts on the region's politics: professor Paul Globe of the Institute of World Politics and Craig Douglas Albert, assistant professor of political science at Georgia Regents University Augusta.

For many years, ethnic Chechen rebels have tried to assert control of the area, at times using terrorist tactics to fight against the Russian government.

Early reports suggest that Dzhokhar Tsarnaev, who is suspected of planting the bombs with his older brother, Tamerlan Tsarnaev?killed last week after a shootout with police?did not have ties to the Chechen separatist movement. Both brothers were born in Kyrgyzstan. Dzhokhar was a naturalized U.S. citizen, while Tamerlan's citizenship application was still pending at the time of his death.

Italy's Napolitano speeds search for new government

ROME (Reuters) - Italy's president held urgent talks on Tuesday aimed at naming a prime minister to head a coalition government backed by the rival parties on the center-left and center-right and end two months of post-election stalemate.

Hopes that a government can be formed quickly gave a further boost to financial markets on Tuesday, with the yield on 10-year Italian government bonds dropping below 4 percent and the spread, or risk premium over German bonds, narrowing further.

Former Prime Minister Giuliano Amato is widely considered to be the favored choice of President Giorgio Napolitano, who has the final say and is expected to make the appointment late on Tuesday or Wednesday.

The young center-left mayor of Florence, Matteo Renzi, also emerged as a possible candidate.

Silvio Berlusconi's center-right People of Freedom (PDL) party said it had no objections to Renzi after his name was suggested by the center-left Democratic Party (PD) late on Monday.

But Renzi, 38, who opinion polls indicate is the country's most popular politician, later played down the possibility.

"It's the hypothesis which is most surprising and least probable, I don't think it's on the table," he told reporters.

Delegations from the PDL and the PD will meet separately with Napolitano on Tuesday to make their proposals for who should lead the country following February's inconclusive election.

The 87-year-old Napolitano is expected to make the appointment after completing his round of meetings with parties, raising the possibility that a government could be in place by the weekend.

MULTI-PARTY CABINET

Whether the new prime minister is Renzi, Amato or a surprise third figure, he is likely to forge a multi-party cabinet to take over from the technocrat government of Monti, who was appointed in late 2011.

Despite the market euphoria, a broad coalition between the right and left, which are far apart on most issues, might struggle for stability or to obtain the parliamentary backing needed for vital economic and political reforms.

The euro zone's third largest economy has been the most sluggish in Europe for more than a decade and mired in a deep recession since the middle of 2011, with no recovery in sight.

At the election the center-left narrowly won a majority in the lower house but failed to win control of the Senate.

Pier Luigi Bersani, who announced his resignation as head of the Democratic Party last week, angrily blamed "traitors" in his own party for sabotaging the center-left's presidential candidates but said the party would have to get over its divisions.

"We have to find some semblance of order otherwise we can't be useful to this country," Bersani told a meeting of PD officials in Rome.

Its inability since February to cut a deal with either Berlusconi's center-right or the shock new third force of Beppe Grillo's anti-establishment 5-Star Movement has left the country in limbo.

Renzi unsuccessfully challenged Bersani for the PD leadership last year and despite his popularity among the general public is viewed with suspicion by many in the deeply divided party.

Berlusconi has gone from strength to strength since the election, capitalizing on the center-left's crisis. An opinion poll on Tuesday by the Tecne polling agency gave the center-right a clear lead of around 8 points.

5-Star, which won a quarter of the vote and speaks for millions of Italians disillusioned with an entire political class, says it will sit in opposition in parliament.

It will be joined by the leftist Left Ecology Freedom party, the former partner of the PD, which said it would also refuse to take part in a grand coalition government. Berlusconi's allies in the Northern League also said they did not expect to join the governing coalition.

CD ? In late 2010, the two Farro brothers of Tennessee pop-rock band Paramore bitterly and angrily quit the band, leaving behind singer Hayley Williams, guitarist Taylor York and bassist Jeremy Davis. The world was left wondering whether the band would continue on, especially since Williams and Josh Farro co-wrote the band?s songs.

But with the band?s new album "Paramore," it is apparent that York is perhaps an even better songwriting partner for Williams, the firecracker-haired frontwoman. The expansive, 17-song album shows maturity, ambition and sophistication ? while keeping the band?s inherent sense of fun and adventure intact.

L.A. to pay $4.2M to two women wounded in Dorner manhunt

LOS ANGELES (Reuters) - The city of Los Angeles will pay $4.2 million to a mother and daughter who were caught in a hail of bullets in February when police mistook their truck for one driven by renegade ex-policeman Christopher Dorner and opened fire, officials said on Tuesday.

The settlement, which allows both sides to avoid a trial, brings the Los Angeles Police Department nearer to closing what had been an embarrassing chapter in its search for Dorner. The department still is reviewing the actions of two officers.

Dorner, a former Los Angeles police officer accused of killing four people in a vendetta against the LAPD, died on February 12 in a fiery standoff with officers in the mountains above Los Angeles.

The shooting-related injuries of the two women, who had been delivering newspapers in the Los Angeles suburb of Torrance, occurred in the first days of the manhunt for Dorner.

Emma Hernandez, 71, was shot twice in the back and her daughter, Margie Carranza, 47, suffered hand injuries from flying debris when two officers opened fire on them before dawn on February 7.

Police had been on the lookout for Dorner's gray Nissan Titan truck, and officials have said the officers opened fire after mistaking the blue Toyota Tacoma the women were driving for Dorner's truck.

"In reaching this settlement, we hope Margie and Emma will be able to move on with their lives, the city will be spared millions of dollars in litigation expense and time, and this unfortunate chapter of the Dorner saga will be put to rest," Los Angeles City Attorney Carmen Trutanich said in a statement.

Each woman will receive $2.1 million under the settlement, which must still be ratified by the Los Angeles City Council.

In March, Trutanich reached a separate settlement with the women that gave them $40,000 to replace their truck, which was left with multiple bullet holes.

"They are still grappling with a whole range of emotional issues related to the incident," said the two women's attorney, Glen Jonas.

Los Angeles police spokesman Chris No said the settlement does not affect the department's investigation into the shooting by the two officers.

"The department has not yet made any determination regarding the propriety of each officer's action or any potential discipline related to this use of force," he said.

The officers remain assigned to desk duty as part of the investigation, he said.
